Error when using rope ladder on Paper despite the item working perfectly fine

Whenever i use the Rope Ladder on a Paper server, I get the error message: "Tried to load invalid item: 'item must not be minecraft:air' " Despite the ladder working perfectly
Steps to reproduce the behavior:
- Simply use the rope ladder on a paper server
v2.1.2 on minecraft 1.21.5 running paper
Weird, so the rope ladder seems to work fine regardless?
Are the correct amount of rope ladders being removed from your inventory when placed? As well as the correct amount being returned when you break the top one
Just tested this on a paper server running 1.21.5 Build #28, could you lemme know what version of paper you're running? As well as any other datapacks/plugins you've got server-side
