the textures in the datapack don't work, for example for the hammer I have the texture of the iron pickaxe

(I use paper 1.21.5)
Just to check a few things:
- Have you placed the zip file in your resource packs folder as well?
- Is it at the top of the list in the resource pack menu?
I've just looked and I don't have a pack resources folder because I use paper te and I don't think it creates a pack resources folder.
The zip file you download acts as both a resource pack and data pack, and must be installed in both locations for it to work. You've already installed it as a datapack, so you're halfway there!
Just take the same file (JakesBuildTools-v2.1.3-Data-Resource-Pack.zip) and place it in your "resourcepacks" folder as you would a normal resource pack, then make sure it's selected and loaded! I see, you've got 2 options then. You either have your players install the resourcepack themselves, or you set the resourcepack to be the server's resourcepack, see the guide here: https://www.youtube.com/watch?v=qCVPgn3IppU
I'll need you to be a bit more specific, which bit doesn't work?
Do you get the pop-up to install the resourcepack when you join the server? If not, then you haven't followed the steps correctly
no I don't have the pop up and yet I followed the video correctly I modified my server.properties as said in the video with MCPacks so I don't know why it doesn't work.
I sadly can't help much more than this, I would suggest asking in the PaperMC discord for assistance on how to set a server resourcepack
Just to reiterate, your options are:
- Install the resourcepack yourself, and have all your players do the same
- Or set the resourcepack as the server's resourcepack using the video linked above
