[Bug]: Almost all blocks have the same hardness and blast resistance (list of fixes in issue description)

- I am running a modpack
- I can reproduce this issue consistently in single-player
- I can reproduce this issue consistently in multi-player
- I have searched for this issue previously and it was either (1) not previously reported, or (2) previously fixed and I am having the same problem.
- I am crashing and can provide my crash report(s)
- I am using the latest version of the mod

Issue Description
List of Blocks with incorrect Hardness and Blast Resistance, with corrected values:
Black Quartz Ore: 3 Hardness, 3 Blast Resistance (Same as Iron and Lapis Ore)
Wood Casing: 2 Hardness, 6 Blast Resistance (stronger wood)
Iron Casing: 5 Hardness, 6 Blast Resistance (Same as Iron Block)
Coffee Maker and Canola Press: 3.5 Hardness, 3.5 Blast Resistance (Workstation/Stone Utility block)
All Quartz except Smooth: 0.8 Hardness, 0.8 Blast Resistance (Same as Quartz)
Smooth Quartzs: 2 Hardness, 6 Blast Resistance (Same as Smooth Quartz)
Crystal Blocks: 5 Hardness, 6 Blast Resistance
Crystal Clusters: 1.5 Hardness, 1.5 Blast Resistance
Fermenting Barrel: 2.5 Hardness, 1.5 Blast Resistance (Same as vanilla Barrel)
