No Blaze Rods or Wither Skelly Skulls from Lens of the Killer

Lens of the Killer doesn't seem to give player-only drops.

I was avoiding this for so long because I have no idea why it's happening :v

Still happens in 1.12.2-r141. Blaze Rods drop, but Wither Skeleton Skulls don't.
