[Bug]: Space suit consumes oxygen underwater, even with the water breathing buff

Bug Description

While underwater with the water breathing buff, the space suit still consumes oxygen from the tank.

How to Reproduce?

  1. Wear a full space suit of any variety.
  2. Have the water breathing buff active from any source
  3. Fully submerge player in water so the breath meter appears.
  4. Oxygen amount should start decreasing.

Expected Behavior

As the player already has the water breathing buff from a potion/bauble/etc., the space suit shouldn't be consuming oxygen to let the player breathe underwater.
