[Feature Request]: Config: Disable Planet Visitation

Is your feature request related to a problem?
When using the mod in a Skyblock format, blasting off back to Earth causes a bunch of chunks to suddenly "exist", which is really bad.
Solution(s)
Add a Config option that disables the ability to blast off to specific Planets.
