In previous versions of adaptive core I could control target tps and now I cannot seem to find it anywhere. Didn't it use to be spawn rules or core? I don't want to shoot for 45tps I want to shoot for 25tps. Also why target double the tps?

Mhhh there was never an option to set a target tps.
Maybe you mean https://www.curseforge.com/minecraft/mc-mods/dynamic-view which allows you to set a target TPS ?
