On version 6.1.0 for Fabric 1.20.4, the Water It Can advancement is completing for actions not involving a watering can. When testing in a profile with no other mods (except Fabric API 0.96.0), it completed when I placed down a crafting table but I recall seeing it for other similar actions while testing stuff in other worlds.
