I am in need of a way to make all the quarries completely ignore specific blocks and just leave them in world.
I know this was a possibility in earlier versions through the use of datapacks, but no longer, which is a shame.

I would recommend adding a new quarryplus:ignored tag that we could add to any block we'd like to make the quarries ignore them outright.
