When the QuarryPlus is enchanted with Level 27, the frame gets built, but the Quarry does not mine anything.

Problem solved. I wasn't configuring the power consumption correctly in the configuration file.

The machine capacity of energy is calculated by this.
300 * 1.3 ^ Efficiency / (1 * Unbreaking)

The energy for digging blocks:
40 * hardness * 1.3 ^ Fortune / (1 + Unbreaking)

Attaching Efficiency 27 or grater to Quarry Plus is another solution without changing config.
