No config file for 1.15.2

I added for minecraft version 1.15.2 the version 1.0.6 but there is no config file. I was hoping to be able to use the config file because many of the ores are not spawning. I have spent 30 mins playing in this dimension and only found coal, Imperium and Wum Wum ore. I have not even been able to find Iron, gold or many other common ores.

you mean where it states "The client side config is located in your '.minecraft' folder inside a subfolder called 'config'."
I made an entire new client and only added this mod and i have the fml and forge-client configs but no mining dimension config.
here is a list of everything in my config file on the mod pack I am working on. I do not see any mining dimension config file anywhere.

I tried 1.15.2 version 1.0.4 and 1.0.6 both, neither seem to create a config file for me, and i have tried in multiple mod packs even blank ones.
The config for the server side is located in your world folder in a subfolder called 'serverconfig'.
