Datapacks on Already Existing Worlds

Bug description
When installing the datapack into a pre-existing world (via the world's datapack directory), none of the settings appear to take effect. I downloaded the no_mobs folder from the example datapacks and put it into my world's datapack folder, confirmed that the datapack was enabled after a reboot by using "/datapack list enabled", but mobs are still spawning in the mining dimension.
My assumption is that this is due to these settings being tied to worldgen and the pack may need to be loaded on world creation. Your walkthrough shows us how to add the datapack at world creation in single player; how could this be done for a dedicated server?
Expected behavior
No monsters (other than bats) in the mining dimension when adding the no_mobs datapack to an already existing world.

- Minecraft version : 1.16.3
- Forge version : 34.1.42
- Mod version : 1.0.5
Other mods
Biomes O Plenty (overworld is using the biomesop world type)
Maybe this issue is related to #17
I tried it without BOP and it works. Can you please test if it happens without BOP? If it does, please test version 1.16.4, because forge fixed #14 there. This might also be related.
Please consider in general to update to 1.16.4, as all 1.16.3 mods should also be compatible with 1.16.4.
Also please provide your log files.
