Describe the bug
Netherite iron hoe cannot speed up mining.

To Reproduce
Steps to reproduce the behavior:

1. Place a hay block (or any block that has #minecraft:minable/hoe) and mine it with netherite iron hoe in survival mode.
2. Place it again and mine it by hand.
3. You can see they have the same speed.
4. Mine it again with netherite hoe, and it's obviosly faster.

Expected behavior
Netherite iron hoe should be faster than hand.

• Minecraft-version: [1.21.5]
• ModLoader-version: [Fabric loader 0.16.14 and Fabric API 0.125.3]
• Mod-version: [2.2.4]

Thanks for reporting this issue. Apparently it has existed for over 2.5 years. It is now fixed in version 2.3.0! :)
