It occurs on every server that I've made even with just AdRocketry and LibVulpes

Description of the problem

Whenever I make a 1.12.2 server (forge ver 14.23.5.2859) when scanning a rocket on the launch pad, the scanner will just stay at the top and now move. Sorry if there is a newer version of some sort because I don't know where to find it.
