I have good news, I've found a fix by downgrading the mod and libvulpes. It was tedious but after testing all advanced rocketry and libvulpes versions I found that downgrading advanced rocketry to 1.12.2-2.0.0-250 and libvulpes to 1.12.2-0.4.2-83 works the best.
Well yea it does indirectly fix the issue, but at least for me I can't even create the biome changer sat anymore, it just won't create it in these versions, unsure if I just did something wrong or what but none the less

That's weird, they work perfectly fine for me, I do have a lot of other mods installed but I doubt that one of them is fixing the biome changer. Also I know this is a stupid question but you did remove the newer versions, right?

Yea, I did remove them, I'm not sure why it's doing it, I mean the other sat types are made fine (like the data ones and such) and I even made a new world. i may try just fully reinstalling forge? that could fix it haha,

Okay even after reinstalling forge, both mods, and in the versions you stated, I am still unable to build the biome changer sat, this issue is really dumb, I wanted to mess with terraforming haha
I made a fresh new instance with only those 2 mods and it worked perfectly, I could build the satellite, I launched it and it worked. Could you maybe record a video of the issue because I'm really curious about the problem. Also stupid suggestion but make sure to enable terraforming in advanced rocketry's config file as a lot of people seem to forget that.

Alright, I'll make a new instance with just the 2 mods to check if it works, as for the issue, when you click build does nothing just happen or does it crash?

Sure, i can try to record a video of it, though it's not a crash I simply can't create (and hence launch/use) the biome changer rocket.

Looking at this the only reason I can think of why is because you didn't put at least one battery in the IO slots below the solar panels, maybe try that?
EDIT: Tried it myself, turns out you got to have 3 solar panels AND 3 batteries otherwise the satellite won't build.
