World border interfere with X-ray outline

Describe the bug
The outline will change color and brightness when near world border, depend on the distence

it will disappear completely when player are 32~63 block away from border
(64 and above are fine)
and gradually reappear when player move closer to the border

To Reproduce
Steps to reproduce the behavior:

  1. get near the world border()
  2. turn on x-ray
  3. move around and observe the overlay's behavior

Expected behavior
Overlay stays the same near world border
