There is a scrolling supported, but it depends on screen size, a bit not exact as expected

But if I change it, I can scroll down:

The black bar on the right is intentional, it's a search box:

And yes, scrolling is sometimes off by a few pixels, because Minecraft assumes a fixed size for the left part and miscalculates what can be scrolled when the size isn't a multiple of the icon size. But the reason the first example can't be scrolled is that there's actually nothing below the bottom advancement ("Netherite Hoe").
