Steps to Reproduce

In the aether, create a large spawnable platform, I cleared out a 500x500 block area. Create a layer of aether grass on the bottom-most layer y=-31, and create a layer of light blocks with light levels above 0.

What You Expect To Happen

Light levels should prevent all hostile mobs from spawning.

What Actually Happened

Cockatrice and Zyphers were prevented from spawning, however, Tempests and Aechor Plants continued to spawn.

Aechor Plant spawning was never bound to light levels

tempests are still spawning in light level 15 though. they shouldn't be doing that if they're hostile mobs.
