I would like to be able to change the water to a modded item. I'm creating a modpack and you must go on a quest to find the item needed to activate the heaven portal!

This is doable with the aether_portal_activation_items item tag that can be added with datapacks, and you can disable the normal water activation with the "Disables Aether Portal creation" server config.
