Steps to Reproduce

1. Attempt to apply a viable enchantments other then Mending, Unbreaking, or other Durability related enchantments to a Hammer of Kingbdogz using the method of your choice.

What You Expect To Happen

You would expect the viable enchantments to be applied.

What Actually Happened

No other enchantments besides Mending, Unbreaking, and other Durability related enchantments can be applied.

This is most likely related to the same issue as #2785 during porting to 1.21.1
