Seal scratchers were used by hunters to imitate the sound of seals on the ice to lure them in.

The addition of seal scratchers. They should be able to either make seals not run away, or even approach the player.

Describe alternatives you've considered
Seal scratchers could alternatively spawn/increase spawns of seals around the player.
