Server times out when modded structure spawns over Alex caves

This is essentially a duplicate of #995 , but that issue was closed despite the problem not being patched.
On my server we have a Primordial Cave near the spawn. One of our players stumbled upon it and the server just stops responding. Kicks everyone off but continues to stay online saying everyone is still connected. There is no crash report, but a simple restart will fix the issue at the cost of rolling back a few minuets before they got close to the cave.
Basically the same thing is happening here. My server has Towns and Towers, Better Villages, and CTOV. If a structure from one of those mods spawns over a cave (so far this has only happened with Primordial Caves, so I have no idea if it's exclusive to that biome or if the others are affected too), and someone approaches the chunks where the biome and structure are, the server lags out and forces a full restart. Loading the same chunks in singleplayer works fine, despite my server having similar specs to my personal machine.
