[Suggestion] "Low-Quality" alternative option for certain graphical effects

Problem
As of Version 2.0, things such as the Radiation Glow, Holograms, Sugar Staff's mints, and the Licowitch's summons utilize shaders to achieve certain effects.
While pretty, these effects are quite intensive and greatly reduces performance whenever they're visible. This is especially problematic in the Toxic Caves, where mobs like the raycat can severely lower the FPS.
Currently there doesn't seem to be an option to reduce these kinds of effects. The closest one there is ATM is the option to disable the glow on anything with the "Irradiated" effect, but this does not affect stuff like Raygun lasers or Raycats
Suggestion
Have there be a set of configs that provides an alternative effect that doesn't rely on performance intensive shaders.
For the glowing associated with radiation and candy magic, maybe use a variation of Minecraft's enchantment glint?
(This may mess with the design of the raycat a bit, as it heavily relies on the glowing. But a cat skeleton is still cool)
The holograms could just simply be blue and partially transparent, no scanlines or wobble
It would be nice to have these sort of options, as having to make a resource pack to remove the problematic effects makes me miss out on neat aesthetics for the sake of performance
