I am using only Nostalgic Tweaks and Alex's Caves as well as their dependencies. It seems to be caused by having the world fog in Nostalgic Tweaks set to anything but modern.

Same here. Had to check 300 mods to find the culprit.

Possibly related to, or duplicate of #729 and #574 which exhibit similar fog behavior.
