Enchantment books on creative only include the top level books?

So if you go in your creative menu, the enchantment books that are there are only the ones that are the most you can get. This means if you wanted, for example, to get chomping spirit, you could only get it on level 2 instead of level 1 using creative. I do not know if this is a feature or not so...
