Steps to reproduce

1. Place Static Chest
2. Place some barrels
3. attach static balloons to barrels
4. wait for them to float up
5. Place static balloon on static chest
6. note that it has detected the storage
7. Point Hopper into Static Chest
8. Watch items drain away and never appear in Static Chest
