Only a few select mobs spawn in expected biomes in the "Oh the biomes you'll go" mod. (Savannah mobs not spawning in Araucaria Savannah biome, Warm water mobs not spawning in Lush Stacks) It just seems that many biomes were overlooked on where certain mobs can spawn.
