It seems using forge's tags doesn't work for their spawning, tried removing the is_overworld tag and it still didn't work, not rly sure why that's the case, seeing as it does have all the tags the config asks for, but setting the regular spawn tag as minecraft:mushroom_fields worked perfectly fine
