The crocodile does not spawn in the river. I believe it is because of the UpStream mod that makes rivers wider. And I * suppose * that crocodiles cannot spawn in the water. And with this mod added, the entire biome of the river is covered by water.
If not, I have no more ideas. I've changed the spawning rate, I've changed where it spawns and nothing.
