Apparently you've got a mod (maybe more than one) that corrupts modded banner pattern textures. Banner pattern from other mods are also likely to be corrupted. (It's more like a registry prevention rather than a corruption)
Try to identify such mod.

ok these are the mods im working with, I belive Ive tried alex's mobs with out the other mobs and still have problems with it prior, will run another test with just alex's mobs

Try updating Mowzie's Mobs. The earlier versions of this mod is known to have corrupted banner textures.
And since you use optifine, I suggest you remove dynamic lights mod. The dynamic light feature is included in optifine unless you disabled it manually.

(Update) New mowzies mobs version works fine and there are no conflicts with the banners,
Recommended action for anyone running Mowzies mobs alongside Alex's mobs: Update Mowzies mobs to Mowzie's Mobs - 1.5.19 (Forge)
