Tusklin deals 3 - 4 damage on Hard, when compared to Hoglin it is much weaker.
Looking at the Hoglin's attack you can see that there are a range for the attack, from weaker to strongest on different difficulties, the Tusklin should be rescaled to be stronger than this...
