In Quark under the config for having gold tools have baked in fortune, it is possible to add baked enchantments to other items. I have chosen to balance Elytra in my pack by giving it a much smaller durability but have Reforming baked into the item.

However, it seems like Reforming is not recognized by Allurement when baked, and does therefore not do anything.

Report to Quark - from what I can see their implementation for this seems very hacky (and I'm not even sure it's finished implementation wise, based on what I read)
