There doesn't seem to be a config file for 1.14.4

Yes, I don't know how the forge config system works in 1.14 yet. Furthermore there will be no config file, but config options ingame to adjust the volume of each sound. I will close the issue for now. Unfortunately I don't know when I get to it.
