Observed behaviour

Using the Harvest spell breaks any fully mature crops in the area, however it doesn't plant any seeds in their place from inventory.

Expected behaviour

The Harvest spell reports that it harvests nearby (within 6 squares) crops that are ready to harvest and then plants any seeds from inventory in their place.

I would expect that this spell would replant crops from seeds in inventory.

Steps to reproduce

1. Join a Server
2. Grow nearby wheat crops to maturity with bonemeal or time
3. Make sure to have a good amount of wheat seeds in inventory
4. Cast Harvest spell within 6 blocks of crops
5. Crops will be harvested, but wheat seeds are not planted
