Observed behaviour

After casting Empowering Link on another player, no effects/conditions show up for either player (neither a buff nor a debuff)

Expected behaviour

According to Discord, Empowering Link (Healing, Apprentice): Active channel, can be targeted on an ally. While the channel is active, the target becomes empowered, the caster is weakened. Only needs to be aimed at the target for the beginning of the channel, then the link remains until cast again.
Target: Strength I, Speed I, Empowerment I
Caster: Weakness I, Slowness I, Magical Exhaustion I

Steps to reproduce

1. Join Server
2. Cast Empowering Link on another player
3. Check any current conditions and note the lack of effects
