Observed behaviour

When trying to use Mana Flare on a NPC Wizard/Sage/Warlock/Battlemage, no effect happens.

This appears to make the spell useless on a non-PVP server.

Expected behaviour

I would have expected to be able to cast Mana Flare to increase the cooldown for a Wizard/Sage/Warlock/Battlemage after holding the spell on the target for a certain amount of time.

Can this spell be made useful outside of a PVP server?

Steps to reproduce

1. Join a non-PVP Server
2. Try to figure out a way to make the Mana Flare spell useful.
