Observed behaviour

Casting Curse Armor has limited benefit when targeting mobs.

Expected behaviour

I expected Curse Armor to be more useful in non-PVP Servers.

Perhaps it can reduce the armor protective value for mobs wearing armor?

Steps to reproduce

1. Join a non-PVP Server
2. Try to figure out a useful way to use Curse Armor on mobs

In addition, Curse Armor does not function when used from a Dispenser (despite the spell json saying it does).
