[Bug] Curse Armor has limited use in non-PVP servers

Is there an existing issue for this?

Observed behaviour
Casting Curse Armor has limited benefit when targeting mobs.
Expected behaviour
I expected Curse Armor to be more useful in non-PVP Servers.
Perhaps it can reduce the armor protective value for mobs wearing armor?
Steps to reproduce
- Join a non-PVP Server
- Try to figure out a useful way to use Curse Armor on mobs
