[Bug] Starve only useful against other Players

Observed behaviour

I noticed that Starve didnt have any effect when cast on targets other than Players (since there is no Hunger bar)

Expected behaviour

I expected the spell Starve to still be useful against mobs.

Perhaps it could cause a targeted mob to attack nearby mobs for a brief time due to hunger?

Steps to reproduce

  1. Join a non-PVP Server
  2. Try to determine a use for the Starve spell.

There is a similar issue with the Hunger spell, perhaps some sort of effect could be given when used on mobs (such as the targeted mob getting weakened for a short time)?
