[Bug] Spell Blade reports needing Battlemage Armor, but has full damage and spellcasting without it

Observed behaviour

When wielding a Spell Blade and no Battlemage armor (but with a wand in the off hand), the Spell Blade shows full damage capabilities and ability to cast spells (but is missing the elemental bonus powers).

Expected behaviour

I would have expected the Spell Blade to not allow spells to be cast or to have the improved damage unless Battlemage armor is worn.

Steps to reproduce

  1. Join a Server
  2. Equip a Spell Blade and Wand, but no Battlemage Armor
  3. Notice the full damage and spellcasting options of the Spell Blade
