Structure SFX do not play on new world load

Structure SFX do not play on new world load, or when generating new chunks on existing world, when sfx in structure sound blocks are set to "play on player entry"
If the world is closed and reloaded, then sfx play normally.
This ruins the effect of structure sfx such as warning drums, alarm horns etc.
