Context Environment

Minecraft version: 1.12.2

Ancient Warfare 2 version: 1.12.202.7.0.1038

Minecraft Forge version: 14.23.5.2854

Expected Behavior

Adding an advanced tool quality upgrade to a workstation will make it more efficient by more than a negligible amount,

Current Behavior

All tests with a stirling generator with 1 coal:
Quarry with no upgrades: 31 dirt blocks
Quarry with advanced tool quality upgrade: 32 dirt blocks
Quarry with basic tool quality upgrade: 32 dirt blocks

crop farm with no upgrades: 10 power per farm action
crop farm with advanced tool quality upgrade: about 9.95 power per farm action
crop farm with basic tool quality upgrade: about 9.99 power per farm action

I believe the efficiency is being applied as a flat value per operation, instead of a percentage modifier.

Steps to Reproduce

1 - place three quarries with stirling generators
2 - but basic tool quality upgrade in one, advanced in the second, and none in the third
3 - give each stirling generator 1 coal, check blocks mined when fuel is used up.
