Balance: Increase torque consumption by civics

the civics are consuming around the order of 0.01 units, while the windmill is generating about 15 units.
that translates in about 1 stack of materials being produced every 3 seconds or so.

If I could have an idea of what the real values are, I could write a balanced chart of values for you.

also, the values for torque shafts and storage blocks are wrong:
a higher value in any tile_energy_drain means a higher percentage of retention, not loss.... therefore, 0.99 means the torque shaft will retain 99% energy, effectively making it a flywheel, not a shaft.

the whole torque system seems to work just fine.... it's just, out of tune.
