I used the "Highly Enchanted Tools Upgrade" on a quarry and it is not effecting the output of the quarry. I have been watching it for a few days now mine things like coal and lapis and it always drops one coal/lapis per block mined.

If it matters, I had also used the 64 Bounds Upgrade and the Advanced Tool Quality Upgrade beforehand.
