Artificiers Tool - (how to allow creative builders and players in game to specify reinforcement of defensive wall blocks)

It has been suggested that there be some method of allowing players in game, and creative builders, to specify or set which blocks in a structures defences are "reinforced" IE: much harder to destroy than normal - which will make the use of siege engines essential.
Proposal: There should be a rechargeable Artificiers wand that can be used to click on a number of blocks (predefined as Cobblestone, stone bricks etc - you wouldn't be able to click on dirt or slime blocks for example) to set them as reinforced. The wand would be recharged like a gun - example - 1 emerald used as "ammo" would allow 16 blocks to be reinforced - 1 diamond would allow 48 blocks to be reinforced.
The reinforced blocks would belong to the player who placed them - or - if in the control range of a structure ownership flag - of the structure owning player or faction) - this would allow co-operative building and reinforcement of a particular players structure, and prevent griefing of enemy players structures.
