I don't know if it is me, but it looks like npc's don't use the 1.8 combat mechanic they can attack super fast with full attack if this is not a bug then I'm sorry but that is just bad

The NPCs do use the 1.9 combat mechanic, since that is tied to the weapons, and all our weapons are set up properly.
