After running a Quick Test, I have found that the mod Weather2 causes the particle rain that occurs in the bewteenlands (and the snow as well) to not show

this is most likely due to weather 2 causing such due to it repalcing the effects for its own

if you can make it so theres a work around to allow for the rain particles to exist with this mod again then It would be swell

should be self explanatory, just have the mods present, enter the Betweenlands and start a Heavy Rain event (snow event does the same thing)
