[1.12.2][Bug/Suggestion] Shouldn't overworld tools be slower in the dimension other than swords?

Seems like overworld tools work as normal in the dimension, but the sword is weaker (and that's intended)

If it's intended, I would suggest for overworld tools to be slower in the betweenlands.
