Description of the problem

How to reproduce:

1. Hit something with an Octine Sword

Expected result:

There should be a chance to light the hit target on fire.

Actual result:

I've been using an Octine Sword for quite a long time now in my recent playthrough, and not once has it set a dude on fire. I can get things to be lit on fire easily enough with any other Octine tool, it's just the sword that seems to have the problem.
