I think that lore scraps should be unique loot because the person, or wight, rather, that wrote them likely didn't make copies. It's also a bit annoying to have three copies of one page before obtaining all of them. I usually end up going into creative to swap the copies for ones I don't already have.

I have seen this done before in other mods. One example is Astral Sorcery's constellation charts.
