All goat breeds can be sheared for wool

Expected Behavior
Angora goats shearable for wool, but other goat breeds ignore shears
Actual Behavior
All goat breeds (alpine, angora, fainting, kiko, kinder, nigerian dwarf, and pygmy) can be sheared for white wool.
Steps to Reproduce
- Start a world
- Find (or spawn in) goats of various breeds.
- Shear them.
